Job Description:
DescriptionThe Resident Services IT department is seeking an
experienced Full Stack .NET Developer to join their software and
development team. You will work with cross functional teams and
participate in all stages of the Software Development Life Cycle to
develop, modernize, and digitally transform legacy applications to
cloud based or develop, modernize or enhance on-prem applications
within Hennepin Countys Resident Services line of business. We are
a small, streamlined, collaborative team and offer excellent work

Remote workers may be required to come on-site 0 to 12 days a year
for work meetings, trainings, or for any other reasons that their
supervisor may deem necessary (may include additional days for
onboarding and new employee training). Supervisors will provide as
much advance notice as practicable. Work hours are Monday through
Friday, 8 a.m. - 4:30 p.m. with flexibility.Based on business needs
of this position, hires must live in or relocate to Minnesota.About
the position:This is a full-time benefit earning position.This
position is internally classified as an Information Technology (IT)

cash merit of up to $2,639.28 that can be earned annually based on
performance.Note: You must attach a resume to be considered for
this position.In this position, you will:Use Microsoft technologies
to perform cloud application development using Azure .Net Core, C#,
Angular and API Management.Build integrations between on-prem and
Azure cloud resources application programming interface (APIs).Work
with matrixed technical teams in all stages of the Software
Development Life Cycle:Define requirements for system changes,
analyze impact and risks of proposed system changes, make
recommendations for system changes and create estimates for change
efforts.Create technical design specifications, test plans, and
other support documentation.Execute and implement the change
plans.Work with business partners to understand business needs,
collaborate across a matrixed organization to deliver technical
support, and serve as a technical liaison between business and the
IT department.Write necessary documentation.Need to have:One of the
following:Six years or more of IT experience.Completion of five
college/vocational technical technology courses and five years or
more of IT experience.Completion of an approved IT Hennepin County
internship and five years or more of IT experience.An approved IT
certificate and five years or more of IT experience.Two year
college/vocational technical degree in a technology field and five
years or more of IT experience.Bachelor's degree in a technology
field and three years or more of IT experience.Master's degree or
higher in a technology field and one year or more of IT
experience.Nice to have:Six years or more of technical experience
in Microsoft technologies such as cloud application development
using Azure .Net Core, C#, Angular and API Management.Expert
knowledge of Net Core frameworks.Five years or more experience in
Angular, Azure Data Factory, Cosmos DB, Azure Functions, REST APIs,
SQL Server, Micro-Services, Domain-Driven Design, Test-Driven
Development (TDD), SOLID Design Principles, etc.Experience with
Azure Active Directory, Azure DataLake, ETL experience within
Azure, Modern Data Architecture and Implementations on Microsoft
Azure Microsoft Fabric, Synapse Analytics and Power BI
technologies.Experience with Typescript, Angular, HTML and
Cascading Style Sheets (CSS).Working knowledge of:Azure Services
and Azure portal.Progressive web applications.Secure coding best
practices.Testing web applications for mobile use and
accessibility.Active Directory and Azure Active Directory
fundamentals.About the department:Resident Services IT (RSIT)
manages the overall technology for the Assessors Office, Elections
Department, Service Center Department, Library, and Examiner of
Titles, in addition to the Land Information and Tax Services
Department which includes the Strategy and Support Division,
Recorder and Registrar of Titles Office, Survey Division and
Property Tax Division.RSIT serves our customers through strong
